The explosive, continuing growth of the Nation’s prison population is a well known fact. Statistics from the Justice Department’s Bureau of Justice Statistics (BJS) show that America's prison population has topped more than 2 million inmates. Statistics show that in this country, approximately:


Women Offender Re-Entry Program

  • 1 in every 142 person in the U.S. is incarcerated.
  • Males are incarcerated at the rate of 1,309 per 100,000 males.
  • Females are incarcerated at the rate of 113 per 100,000 females.
  • The federal prison system holds more than 1,355,748 inmates.
  • Local municipals and county jails hold approximately 665,475 inmates.


Nearly 650,000 people are released from state and federal prisons yearly and arrive on the doorsteps of communities nationwide. A far greater number reenter communities from local jails, because for many offenders, this may occur multiple times in a year. According to the Bureau of Justice Statistics study of 15 states, more than 66% of state prisoners and 40% of federal prisoners released from incarceration were re-arrested and more than half returned to prison within three years of their release.

The Peoples Coalition has selected women ex-offenders as the target group to be served because the lack of available re-entry programs for women is especially disturbing. Research shows that the vast majority of female offenders are classified as low-risk, non-violent offenders . . . a group whom we believe can significantly benefit from our Women Offenders Re-Entry services. Our program provides a stable environment with emphasis on educational growth, personal development skills, improved job skills/training designed to promote healthy living. It provides:

  • Referrals to existing community services based upon individual needs
